I call that Major mistake in this case! That pilot may have been waved off or ic sould have been a practice "bolter," type of maneuver but that AOA on the departure was very steep and almost put the tail on the deck. I am sure a flight review occurred if/when that pilot managed to catch a hook on that deck.
